You didn't mention that if it blows up in LEO - and that means 2 Starships rather than one - all the space debris will take a lot of satellites with it. And the debris will be there for a long time before the orbits decay enough to re-enter the atmosphere and burn up. Regulators simply shouldn't allow such a potential disaster.
