Svetlana - The more you think about it, the stranger it gets. There was a scary movie from the 1990's, Enemy Of The State, about a secret government surveillance program, the plot of which now seems so ho hum, as we have gone so much farther in actual life.

Of course, all of these systems, as your story points out, actually know nothing, which, I guess is fortunate.
